I-01: scope
Diagnostic question: how does one unit move an engagement from delivery preparation to review and milestone completion? Examine documented handoffs, responsibility and completion evidence. Exclude staffing recommendations, legal/regulated opinions and changes to production systems. Recommendations require qualified human review.
I-02: handoff register

I-03: responsibilities
Engagement lead prepares the brief. Qualified reviewer decides material findings and issue. Operations maintains the handoff register. Client sponsor accepts the milestone or identifies conditions. Finance checks the contractual milestone and collection record. Practice lead approves permitted reuse. No one may infer another person's approval from a draft label.
I-04: method
For every material finding: source ID/version/locator; observation; limits; professional interpretation; action candidate; owner and acceptance condition. Mark missing evidence unknown. Source changes invalidate affected findings. Rights and permission must be verified before using actual client material. Do not infer saved hours, collected fees, staffing adequacy or causes of delay from this register.
I-05: completion evidence
Fictional milestone record C has a sponsor acceptance locator, a scope reference and a finance decision owner. E has only a draft invoice reference, with no acceptance locator. Neither has a collection receipt. Rights for reuse are unknown for both; reuse remains blocked. This is not evidence that either invoice was issued or paid.
