The Relationship Gap
The average SIL provider in Australia maintains 4 active support coordinator relationships. Providers in the top quartile maintain 23. The difference is not relationship quality. It is contact volume.
One active SC relationship generates 10–20 participant referrals per year. The self-sustaining threshold — where the referral pipeline replenishes itself without manual intervention — is 20 active coordinator relationships. Below that threshold, losing one coordinator to a role change or sector exit is a revenue event with no recovery mechanism.
The Benchmark Table

Below 20 active relationships, the pipeline depends on individuals rather than systems. When a coordinator changes roles, changes organisations, or exits the sector, the provider has no buffer. The referral volume drops immediately and recovery requires starting the relationship cycle from zero.
Providers who respond to coordinator inquiries within 1 hour convert referrals at 40–60% higher rates than those responding in the 6–12 hour median window. By the time a next-day response goes out, the participant has been placed with another provider.
The Vacancy Cost
The NDIA does not fund vacancies. When a SIL bed sits unfilled, the revenue it would have generated is gone permanently. There is no retrospective billing, no credit, no recovery mechanism. Every day a bed is empty is a day of funded revenue that does not come back.

The referral gap is not a growth problem. It is a revenue protection problem.
The July 2026 Signal
Support Coordinators carry a duty of care obligation when recommending providers to participants. From 1 July 2026, a provider operating SIL without registration cannot legally accept SIL participants. Coordinators will remove unregistered providers from their panels automatically — regardless of existing relationship history. This is a compliance reason, not a preference reason.
The registration deadline is a panel restructuring event. Coordinators rebuild their approved provider lists once. The window to be on those lists before the rebuild happens is before July 2026. Providers who achieve registration early and communicate that status will receive preference during the panel restructuring process.
The 2026–2027 Window
The Navigator model has not been legislated. Existing partner agreements for LACs have been extended to June 2027. The SC channel remains fully operational through 2027. Any briefing stating the Navigator model replaces Support Coordinators in 2026 is inaccurate.
The window to build coordinator relationships at scale is open now and closes as the Navigator transition creates workforce disruption. Providers who systematise outreach in this window accumulate the relationship base and referral track record that carries forward under any model.
When the Navigator model does implement, Navigators will select providers systematically — by specialisation, registration status, response capability, and compliance record. Personal referral relationships will lose structural weight. Providers with 20+ relationships have documented referral history, established response infrastructure, and measurable outcomes that serve as evidence for systematic selectors.
Providers operating on 2–3 personal coordinator relationships do not. When those individuals transition out of the sector, the pipeline ends. There is no institutional record that transfers with them.
